White House border czar Tom Homan is tapping the brakes on efforts to label Renee Nicole Good a “domestic terrorist” after her fatal shooting by an ICE agent in Minneapolis, putting him at odds with Homeland Security Secretary Kristi Noem.
He said it’s possible that Ms. Good could ultimately fit that definition, but he’s not making any judgments until the investigation of the shooting runs its course.
“I can’t say that,” Mr. Homan said on NBC’s “Meet the Press.” “You know, it’s a case-by-case basis.”
Ms. Good, a 37‑year‑old mother of three, was shot and killed Wednesday just blocks from her home after a brief confrontation with U.S. Immigration and Customs officers. Federal officials say the agent feared for his life and fired in self‑defense.
The shooting, captured on video, has intensified the debate over the Trump administration’s immigration crackdown.
Trump supporters have rallied behind the agent, while critics have questioned the severity of his response — with some accusing him of murder.

Ms. Noem labeled Ms. Good a “domestic terrorist” in the immediate aftermath.
Asked about the characterization, Mr. Homan said, “I don’t know what Secretary Noem knows.”
“I don’t know what the secretary has that I don’t,” he said. “I’m not going to judge what the secretary says, but if you look up the definition of terrorism, it certainly can fall within that.”
He went on to say that Ms. Good’s actions left little room for interpretation.
“I think we all have got to agree there’s no reason for this lady to do what she did. There’s no reason to be there,” Mr. Homan said. “If you want to protest, protest. But don’t actively impede and interfere. And certainly, don’t drive a 4,000-pound vehicle toward an officer.”
