Second escapee from Pennsylvania youth rehabilitation center arrested in D.C. after shooting

An 18-year-old, one of three escapees from a D.C. youth rehabilitation center in Pennsylvania, has been arrested in Southeast after his alleged involvement in a shooting and robbery.

The Metropolitan Police Department arrested Javontay Johnson on Tuesday, according to WTOP-FM. He is the second of the three teenage escapees to be apprehended.

Pennsylvania State Police said Mr. Johnson; Daijon Bourn, 17, and a 15-year-old escaped the Clock Tower School in Thornbury Township, Pennsylvania, Sunday afternoon after stealing a staff member’s 2016 Land Rover and a cell phone, according to the Philadelphia Inquirer.

The group shut off the phone sometime after they reached Delaware, though authorities still tracked them using GPS-equipped ankle bracelets. The three teens reached the District, where they met up with two other people.

The five are accused of shooting a man and robbing him of his watch, D.C. police said, before fleeing further in the car. All five got out when police found them, but two of them got back in the vehicle and drove away.

They were later apprehended along with the Land Rover in Southeast on Sunday night. A third suspect was arrested after fleeing on foot, and a rifle was found nearby.

One of the three suspects arrested Sunday was also an escapee from the D.C. Department of Youth Rehabilitation Services-contracted facility in Pennsylvania. D.C. police did not name him at the time, but the Inquirer identified him as Mr. Bourn.

A Clock Tower School spokesperson told WUSA-TV that “our thoughts are with the gentleman who was robbed and shot. In the meantime, we cannot comment yet on the specifics of the escape, as this is an ongoing investigation; however, we pledge our full cooperation with the DC Police and other law enforcement authorities.”

MPD has identified the other two arrested Sunday as Jamel Hawkins, 19, of Northeast and Trevon Brown, 18, of Northeast.

District authorities have charged Mr. Bourn and the two other suspects arrested Sunday with assault with a deadly weapon, robbery and related firearms offenses. They have also charged Mr. Johnson with absconding from a secure facility, according to the Inquirer.

Pennsylvania authorities have charged Mr. Johnson with conspiracy to escape, two counts of conspiracy to unlawfully take movable property, conspiracy to use a motor vehicle without authorization, conspiracy to carry guns without a license and conspiracy to flee to avoid apprehension, punishment or trial, according to state court records.

Charges against Mr. Bourn and the 15-year-old are pending review by the Delaware County District Attorney’s Office, PSP told Daily Voice.

Unnamed sources told WUSA-TV and WTTG-TV that Mr. Bourn was involved in two 2022 shootings, one that left Andre Robertson Jr., 15, dead and the other an attempted robbery that left Washington Commanders running back Brian Robinson Jr. injured.

Mr. Bourn pleaded guilty in both cases in 2023, according to WUSA-TV.

Robertson’s mother Tyeisha Lucas told WTTG-TV, “It is crazy. It’s crazy. I don’t know … how did you break out and you’re a murderer? How? Like how? And to break out and hurt someone else. Someone else’s family has to suffer is crazy.”

Authorities are still searching for the 15-year-old escapee.
