Feds Raid 20 Minneapolis Locations in Somali Fraud Case – Including … – HotAir

In which the Department of Justice attempts to learn the answer to the age-old question: Is Our Children Learing?

Federal agents from Homeland Security Investigations (HSI) and the FBI raided nearly two dozen locations in the Twin Cities this morning. Their targets are locations involved in fraud schemes over the last several years, mainly within the Somali refugee community. This started with the notorious Feeding Our Future COVID-relief fraud scheme, but has cascaded into an archipelago of alleged schemes to defraud federal aid programs. 





And yes, the most infamous example of these alleged frauds – the “Quality Learing Center” daycare – got raided this morning as well:

… including the infamous “Quality Learning Center”. I’m told these are court approved search warrants being served and they are tied to fraud, not immigration enforcement. Fox is told 22 search warrants  were executed in Minnesota this morning. 

DOJ spokesperson holding statement:

 “Today the FBI with federal, state and local law enforcement is involved in court-authorized law enforcement activity as part of an ongoing fraud investigation.”

Melugin is being a bit too careful here. The Somali community isn’t a particular locus of immigration fraud, one congresswoman’s marriage to her brother notwithstanding. The US government admitted thousands of Somali refugees decades ago, and located many of them in the Twin Cities for some reason. The only significant and systemic immigration-related issue in the Somali community has been the outward migration of the younger generation back to Somalia after their recruitment into al-Shabaab, and attempting to track them down for their frightened parents and to prevent them from becoming sleeper agents in the US. That mainly took place several years ago, however. 





CBS News confirmed the raids shortly after Melugin’s initial report, as well as their nature:

Teams of federal agents once again swarmed sections of Minneapolis early Tuesday morning, multiple officials confirmed to CBS News, exercising search warrants at several childcare centers for suspected fraud.

No one was arrested in the raids — a stark contrast from last winter’s immigration crackdown during Operation Metro Surge — but the sweeping law enforcement activity did appear to signal a refocused effort on the part of federal authorities to investigate the billion-dollar COVID-era fraud schemes in Minnesota that had once drawn the Trump administration’s attention and ire. …

Since 2021, 92 people have been charged in the schemes, with 67 convicted, including five people who pleaded guilty last month for their roles in the Feeding Our Future scandal that exploited a federal nutrition program.  

What are the feds seeking at this late date? One might have expected these raids earlier, when the people operating these alleged frauds had less time to cover their tracks. It takes time to get search warrants, however, and the DoJ and DHS have had some higher priority issues in the meantime. In fact, thanks to yet another assassination attempt against Donald Trump, both may still need to multitask to keep the fraud probes operating. 





Let’s also not forget that DHS still has not been fully funded yet. Senate Democrats held up funding for the whole agency for a few weeks. That may have affected HSI’s ability to pursue these investigations, and one may wonder whether Democrats intended that as an outcome. 

And, of course, these probes have expanded in the intervening time as well. Nick Shirley uncovered another entire network of potential fraud in California, where “hospice” centers get billions in federal funding while apparently only existing in motel rooms. The DoJ will be kept very busy with those cases as well, and perhaps HSI may be part of those probes if they ever get fully funded in this session of Congress. 

As for no one getting arrested in these raids, well … stay tuned. These raids appeared aimed at securing records and other evidence on site, not arrest warrants. The operators of the Quality Learing Center and other storefronts for alleged fraud may still see arrest warrants at a later date, assuming that they haven’t fled the country. Maybe ICE and Border Patrol will still have a role to play.
